My cat is bullying my dog, what should I do?

My dog who is 4 times bigger than my cat is terribly afraid of my puny kitty cat. They are both indoor pets.

Lay the cat on his/her back and bring your dog over. This will put the cat in a submissive state and should not bully the dog anymore. Might have to repeat it more then onceMy cat is bullying my dog, what should I do?
