The best thing to do is just call the police department (non-emergency number).
Call them every day or twice a day if you have to.
Don't tell them it is blocking a parking space.
Tell them it is an ABANDONED car, and be prepared to give them a full description of the make/model and license plate number.
I know this sounds a little CSI, but the same thing happened to me and they found a dead body in the car.Anybody know of towing companies for private car park violations?
You should talk to your landlord or the property manager and let them handle it - that's their job.
