It isn't bullying exactly
In a dog pack there are "alpha" dogs who dominate the others. It's the way their packs work. Ben will continue to be dominant- just the way he is. Which is weird to me because usually the females are the ones in charge...
But, although true, Ben needs to get used to the idea that Lanie's going to be around. So, continue to give her food but when you give food to one dog-- you have to give it to the other. To prevent jealousy which leads to aggression. Separate bowls, in separate areas. Identical toys. Simple things to reduce jealousy. Don't pet one- pet both.
They were rescues so I assume they're both fixed so that's not a problem
Honestly, I think it's a matter of time. He needs time to get used to her and vise versa. If aggressive behavior ever does break out ( which it will), say ( very firmly) No or make some sort of sound that catches their attention and sharply look at your dog. They pick up on this much faster than anything physical
He'll get over it and they should eventually co-exist peacefully. It's just a matter of time

He is not being a bully he is being the dominant member of his pack.
I would stop giving them human food and treats together. I would feed them their dog food in separate bowls in separate places making sure they are both content where they are eating. I would only give traits for positive behavior and probably only when I am working one on one with either her or Ben alone.
When together if they both get a treat give them the same thing at the same time and allow her to go into her house unmolested. If Ben tries to follow her you prevent him from doing so. As time passes Ben may get better and a male and a female should co-exist without too many problems (spayed and neutered) . If he barks too much make him calm down and only give him his treat if he remains calm (that goes for both of them) only reward good behavior and punish (with a loud NO and maybe a poke in his side or neck - with your hand - never a fist) him anytime he misbehaves and if his barking gets worse or he makes a move for Lanie you must be prepared to step in and rebuke him.
