If a person reports a vehicle obstructing their drive way, and the Police think this is the case, then the offending vehicle can be removed at a cost to the owner of the vehicle.

It does not matter that there are no yellow lines or if you need a permit, you were blocking someones right of way.

Edit: in that case, it's alleged unnecessary obstruction. The police have power to remove a vehicle which is causing unnecessary obstruction, either by repositioning it or taking it to a pound. If you were at home when this happened, I'm surprised they didn't knock on your door as it's a lot less paperwork that way. If you weren't, it would explain why it was towed. if the kerb's been lowered to allow vehicular access, you are entitled to uninterrupted vehicular access, especially in relation to emergency situations, the same applies to a driveway, this can be emphasised by paying the local council to paint a white line across it, then this can be dealt with by traffic wardens, however different constabularies enforce different interpretation's of the law, and their idea of obstruction.
