What are the laws on cars towing a trailer?

One of my friends asked me this last night, and i don't have a clue. She tried looking on the DVLA website and that didn't really help. I know the law changed in 1997 regarding towing. So if you got your licence after 1997 and the vehicle towing the trailer would be a land rover free-lander, would that be allowed to pull a small trailer big enough to have a large tent in it. The answer is a definite no unless an additional trailer test has been taken. The relevant DVLA bit is as follows -

"Drivers who passed a car test on or after 1 January 1997 are required to pass an additional driving test in order to gain entitlement to category B+E and all larger vehicles. In addition to the new driving tests, drivers of vehicles which fall within subcategories C1, C1+E, D1 and D1+E also have to meet higher medical standards."



Simply put, a category B is the licence to drive a land rover and the +E is the trailer. On the licence in question there will not be a B+E entitlement if the test has not been passed. The size and weight of the trailer makes no difference.What are the laws on cars towing a trailer?
the trailer must have working back lights i.e. left,right,brakes. you have to stay under a certain speed limit ?50mph and the number plate on the back of the trailer has to be the same as on the car towing.
