My dog is a bully to his little sister?

My two huskies are about a year apart and the older male is much larger. He gets jealous when the younger one is getting attention and he puts a stop to that by grabbing her by her neck and dragging her around. She doesn't seem to mind it, and they just play around, but it is starting to mess up her fur because he drags her around so much.



The older one is almost 2 the younger is 9 months...

Dragging the other dog around by the neck is a severe aggressive behavior and if the other one doesn't seem to mind it's because she has completely submitted. Allowing him to be that dominate in front of you without you doing anything about it is asking for big trouble. I'm sure she can't believe you are letting it happen either. You might try training your dog instead of letting him do whatever, If you don't take control, the dog will continue this course and aggression ALWAYS escalates.
